nix-community/nixpkgs.lib unmaintained and broken for 2.5 months

At the moment, nixpkgs.lib is unmaintained and has been broken since August 17 due to the lack of proper maintainership - the current maintainer is @GitHub-Action...

So, I would like to maintain nixpkgs.lib.

Thank you @yunfachi for stepping up.

I think ultimately Nix should support efficient subdirectory fetching, but that's not implemented and would take a while to propagate through the user base. Until then, nixpkgs.lib has a role to play.

Previously I had a custom subtree fetching solution in flake-parts, but users didn't like the UX of that workaround. I could switch it back to that if needed, but I assume there's other users of nixpkgs.lib who would benefit from maintenance.

@Mic92 I see you merged a PR on the repo, are you going to maintain the repo or should we give commit access to yunfachi?

I think we can give them access. I just merged the most essential one.
