When I do the command pip3 install -r requirements.txt, I get the error

I am not sure how to fix this but is anyone else having this problem or is it just on my raspberry pi? The system info for my pi is Linux version 5.10.103-v7l+ (dom@buildbot) (arm-linux-gnueabihf-gcc-8 (Ubuntu/Linaro 8.4.0-3ubuntu1) 8.4.0, GNU ld (GNU Binutils for Ubuntu) 2.34) #1529 SMP Tue Mar 8 12:24:00 GMT 2022. Does anyone know how to fix this issue?
