Where to get arm32 C cross compiler? And is it possible to compile drivers for windows 10 arm32?

I need to compile some C software for windows and i cannot find arm32 compiler, also I'm interested can we compile open source drivers (if they exist for win NT?) for windows 10 arm32

So i think i should try to compile a good enough browser then, but i think firefox will work like crap because of lumia550's hardware

Many people has tried porting browsers to ARMv7 without any success. But hey, you could be the first one!

You can compile simpler things like 7-Zip, VLC, FFMPEG, ...

I was unable to build VLC, some dependency issue, but compiler works! And possibly can build my own software (when i finally make my ffiRPC project into working state)
