Netbeans 13 crashes on boot in Windows 10

I am having this issue where I have just installed Netbeans 13, and the first time I opened it, it opened briefly before crashing. now, each time i open (as normal user or admin) I get the little dialogue box saying "Netbeans, loading modules" before it crashes again.

I have attempted to uninstall and reinstall Netbeans, I have installed 2 separate JDK versions, I cannot seem to fix the issue.

any suggestions?
