chore: upgrade dependencies to latest major versions

- Upgrade @actions/core from ^1.11.1 to ^3.0.0
- Upgrade @actions/exec from ^1.1.1 to ^3.0.0
- Upgrade @types/node from ^24.10.1 to ^25.1.0
- Remove explicit globals dependency (provided transitively by ESLint)
- Rebuild dist files with updated dependencies

All tests and linting pass successfully.
