Description of issue

In my formula, I had to switch the URL from:

https://github.com/<foo>/<bar>/releases/download/v0.1.0/<xxx>_0.1.0_darwin_arm64

to (add .tar.gz):

https://github.com/<foo>/<bar>/releases/download/v0.1.0/<xxx>_0.1.0_darwin_arm64.tar.gz

...in order for brew install to work. I think parse_basename was not able to get the basename.
Maybe related to Homebrew/brew#15258?
