"Submit review" comments disappear when toggling that menu in the same window

Summary: Review comments disappear when toggling "Submit review" menu

Steps to reproduce:

1. In a repository where you have permission to merge PRs, visit the "Files changed" tab of an open PR.
2. Click the "Submit review" menu to toggle it open and type a comment
3. Click the "Submit review" menu to toggle it closed
4. Click the "Submit review" menu to toggle it open. Note the comment from Step 2 is missing.
5. Copy the URL and open it in a new tab.
6. Click the "Submit review" menu to toggle it open. Note the comment from Step 2 is present.

Expected behavior:
In Step 4, re-opening the "Submit review" menu in the same tab, the comment should not be missing.

This reproduces in multiple browsers (Chrome: 143.0.7499.170 (Official Build) (x86_64) and Safari: Version 26.2 (21623.1.14.11.9)) on Mac OS (Darwin EIS-208ML85 25.2.0 Darwin Kernel Version 25.2.0: Tue Nov 18 21:09:34 PST 2025; root:xnu-12377.61.12~1/RELEASE_X86_64 x86_64).
