Add support for new type secret on portainer_resource_control

I am trying to use Terraform to provision PostgreSQL databases (using this provider) and inject their passwords as portainer_docker_secret. But I need to enable access control for Docker Secrets in order to restrict access to some teams. This feature is not available at resource portainer_resource_control.

I would like to restrict access using something like that.

resource "portainer_resource_control" "secret_access" {
  resource_id          = portainer_docker_secret.example_secret_wo.id
  type                 = X
  teams                = [8]
}

Describe alternatives you've considered

Evaluate the usage of TerraCurl for accessing the Portainer API and enabling access control.
