Currently, we have an issue with the base node health check in Tari Universe, where on start up the base node GRPC does not respond. To address this issue, TU relies on startup timers to give the base node sufficient time to start up.

We should investigate the holdup and determine what we can do about it.

The end goal here would be that the GRPC health check is almost immediately available, and it can tell TU that it is busy migrating, and the status of the migration.
