Sync update to eng/common test-resource provisioning to prevent resource group names in TME tenants from being double-prefixed with the S360 suppression prefix.
Changes:
- Add a guard to only prepend
SSS3PT_to$ResourceGroupNamewhen it isn’t already present (case-insensitive).
