Infer based on column descriptors/Multitask support

Certain time series data might be present at inference time and other might not. The decoders should be able to accept a list of parameters that refer to which real values to use at infer time. For instance day of the week will always be known. So the actual value should be included. Other probably wouldn't be (eg ICU admissions)
