A repro

Expected: "x-ms-enum" should have name "PublicNetworkAccessType"
Actual: "x-ms-enum" doesn't have a name

shouldn't it also be using $ref to the enum definition too?

edit: hhm its inline because of the default which I think wasn't allowed as a sibling to $ref
