[Feat] Add GET, DELETE Responses endpoints on LiteLLM Proxy

Expose GET, DELETE Responses endpoints on litellm proxy

• Route types: Support "aget_responses" and "adelete_responses" in ProxyBaseLLMRequestProcessing.
• Endpoints: Implement get_response and delete_response handlers—read body, inject response_id, dispatch via base_process_llm_request, handle errors.
