Changes

• New feature flag - EXPERIMENTAL_UI_LOGIN
• Generates a temporary userapikeyauth object that is encrypted using the salt/master key
• This is decrypted in user_api_key_auth using the same salt/master key
• if object still valid - call runs through standard auth checks and allowed to pass, else fails
