Improve makefile and ci

• Automate spinning up test containers before running tests,
• Use makefile targets in ci workflow,
• Add arm64 ci workflow. (tusvold/fake-gcs-server image is built from source since tusvold/fake-gcs-server container does not work on arm64. already tried qemu but got random crashes)
