A maximized floating window does not restore to maximized after being minimized.

To repro:
* Float any document pane
* Maximize it
* Minimize, either using Win+D or minimizing the window hosting the docking manager
* Restore it by clicking on the icon on the task bar
* The floating window is no longer maximized, and has reverted to the position it was at prior to being maximized.
