"Create Service" in project tree does nothing

When right.clicking an file in the Project Sidebar tree,
the item Create Service does not work.

Opening the file and using the context menu entry on the __construct method works.

Using newest 2017.2 EAP build.

thx never thought about supporting project view. now added also includes smarter PhpClass detection
