Replace peter-evans/create-pull-request with direct git push for the type regeneration step in both deploy-dev and deploy-prod workflows. The GITHUB_TOKEN used by create-pull-request cannot trigger CI workflows (GitHub security policy), causing type PRs to be permanently blocked by required status checks. Uses TYPES_PUSH_TOKEN (fine-grained PAT) to bypass branch protection. Loop guard updated from actor check to commit message check since the PAT changes github.actor to the repo owner.
