Missing dll while trying to run WsaSettings.exe

Steps to reproduce/复现步骤

Not sure how to. It justs suddenly stops working.

Expected behaviour/预期行为

I should be able to open the WsaSettings.exe from the file explorer.

Actual behaviour/实际行为

Missing 3 dll files, The exact same problem as #626

I opened #825 but got closed before I could follow up with this comment

I found a temporary solution for this.

Just hit Win+R and type wsa-settings: and it would work as normal.

I opened this issue since #626 is closed, and for someone looking for solution later on this might help.

用 Run Dialogue 跑 wsa-settings: 可以正常打開。
