Investigate `test_suite_with_psasim` build errors when legacy macros turned off

With the investigation of the`all.sh` migration completeness (#10148) the legacy macros are turned off by default which caused a build error when running the `test_suite_with_psasim`  `all.sh` component. Further investigation is needed to identify the root of the problem.
