Incorrect system sizing for Papadias hydrogen storage models
I noted this bug in #352 but the HDSAM model, which the OpEx modeling is based on, uses an average system flow rate to determine costs. Currently, the model in H2I is using the maximum "fill rate" or "charge rate".
I suggest adding an input to the HydrogenStorageBaseCostModel that is the same hydrogen_in to the performance model and then taking the average of that to get the system_flow_rate.
