feat: add redis operator helm chart and release workflow

Description

In this PR, I copied the Redis Operator Helm chart source code from https://github.com/OT-CONTAINER-KIT/helm-charts/tree/main/charts/redis-operator and added a release workflow. This allows us to manage the operator release process within the current repository.
