What happened?

Problem Summary

On Windows 11 Insider build 26200 guests, the VirtualBox graphics driver VBoxWddm installs correctly but never starts. Windows always falls back to Microsoft Basic Display Adapter (display.inf). Resolution is locked at 1024x768 and no VirtualBox Graphics Adapter appears in Device Manager.

Evidence

  • pnputil /enum-drivers shows vboxguest.inf, vboxmouse.inf, and vboxwddm.inf installed
  • driverquery shows VBoxWddm present but always in state STOPPED
  • sc queryex vboxwddm reports WIN32_EXIT_CODE 1077, indicating the service is never started
  • Device Manager shows only Microsoft Basic Display Adapter
  • Secure Boot is disabled, test signing enabled, Guest Additions reinstalled multiple times
  • Devices removed and rescanned, VMSVGA verified
  • None of these actions change the behavior

Expected Behavior

On Windows 11 stable builds 22621 or 22631 with the same VirtualBox configuration, VBoxWddm starts correctly, VirtualBox Graphics Adapter (WDDM) appears, and dynamic resolution works.

Conclusion

VBoxWddm.sys is installed but Windows 11 Insider build 26200 never attempts to attach or start it. This appears to be a compatibility regression between Windows 11 Insider 26xxx and the VirtualBox WDDM driver.

How can we reproduce this?

Steps to Reproduce

  1. Create a Windows 11 Insider build 26200 virtual machine in VirtualBox 7.2.4
  2. Configure VM with:
    • UEFI enabled
    • Secure Boot disabled
    • Graphics Controller: VMSVGA
    • Video RAM: 128 MB
    • 3D acceleration: disabled
  3. Install Guest Additions 7.2.4 from official ISO
  4. Boot the guest system and check Device Manager
  5. Run pnputil /enum-drivers to confirm drivers are installed
  6. Run driverquery to check VBoxWddm status
  7. Run sc queryex vboxwddm to check service status
  8. Observe that VBoxWddm is present but in STOPPED state
  9. Resolution remains 1024x768 and dynamic resolution does not work

Expected Result

VBoxWddm should start automatically and VirtualBox Graphics Adapter (WDDM) should appear in Device Manager with dynamic resolution support.

Actual Result

Microsoft Basic Display Adapter is used, resolution is locked at 1024x768, and VBoxWddm service never starts despite being installed.
