[Bug] Global UI commands don't work when editing

What's the issue you encountered?

When editing in the Hex editor (with the "editing mode" active), the global commands don't work.
This includes keyboard shortcuts (Ctrl+S, Ctrl+O, ...) and also mouse-initiated GUI commands.

How can the issue be reproduced?

1. open a file
2. double-click a hex or ascii item in the Hex editor to trigger "editing mode"
3. press Ctrl+O to open file, or Ctrl+Shift+S to save as ... Or try to do that with the mouse through the menu bar.

Result: the commands in step 3 don't work.
They only work if you exit the "editing mode" first.

I just tried this on 1.38.1 release and the shortcuts (ctrl-o, etc...) appear to work. The menus are for the most part greyed out except for the File entries but they are not functional. This is consistent with the expected behavior since the menus are context sensitive and only a few (copy,...) make sense.
