Editor only loads `html` editor on Safari

Then trying to access the editor using https://wasm.wordpress.net/wordpress.html and then navigating to /wp-admin/post-new.php?post_type=page it only loads the HTML editor with no option to switch to the visual editor.

This happens on macOS 13.2 with both Safari 16.3 and Safari Technology Preview 16.4
