babel-node module not found when running locally

Issue appears to be tied to adding [`@babel/core`](https://github.com/akvo/akvo-flow/blob/develop/Dashboard/package.json#L11) as a dependency and further digging reveals that as of babel core v7, the `babel-node` command is no longer supported according to [this](https://github.com/apache/incubator-superset/issues/6489#issuecomment-449975491)
