[BUG] AskUserQuestion dialog dims/greys out content above, making context unreadable while answering

What's Wrong?

All content above the AskUserQuestion dialog is dimmed/greyed out. The user cannot read the plan context needed to answer the question.

The ExitPlanMode "Accept this plan?" dialog does NOT have this problem — only AskUserQuestion does.

What Should Happen?

Content above the AskUserQuestion dialog remains fully readable (like the ExitPlanMode "Accept this plan?" dialog does).

Steps to Reproduce

1. Open a project in VS Code with Claude Code extension
2. Ask Claude to plan a complex task (triggers plan mode)
3. Claude uses AskUserQuestion to ask a clarifying question
4. Try to read the plan context above the dialog

Comparison

This is not a duplicate. #23654 was closed but the issue persists in v2.1.42 on Windows/VS Code — this is either a regression or an incomplete fix. #9731 is about general overlay opacity (stale, old version). #22522 is about plan content dimming, not AskUserQuestion specifically.
