[MSHARED-1115] Not excluding files like .gitignore after plexus-utils 3.3.0

After codehaus-plexus/plexus-utils#174 Maven is not longer excluding some SCM files like .gitignore.

I don't know the rationale for this change in plexus-utils but in order to keep the default behavior maven-filtering should include those additional excludes if the addDefaultExcludes is true to avoid including those files in the final packaging.

That was done intentional because those are fully versioned files just everything else. Those aren't internal of the repo. If my memory serves me correctly, that some request was made which has a good rationale to make this decision. If you look at the other SCMs all of those includes are SCM internals. See also: codehaus-plexus/plexus-utils#71

Sure, but this affects the behavior of JAR packaging and the property https://maven.apache.org/plugins/maven-resources-plugin/resources-mojo.html#addDefaultExcludes

#43 should fix this for maven without touching plexus-utils.
