Bump org.apache.commons:commons-configuration2 from 1.10 to 2.12.0
Fixes #4843

2.8.x dependends on Archaius which dependends on commons-configuration. You can not upgrade commons-configuration without making a incompatible change like 3.x.

We removed Archaius support totally in 3.x, see https://servicecomb.apache.org/references/java-chassis/zh_CN/introduce3.x.x.html
