Deprecation of PHP versions < 7.2.5

Hello all,

We will soon be formally ending our support for PHP versions 7.2.4 and below. We've recently ended support for versions 7.2.4 and below in the AWS SDK for PHP. The primary reason for this is as of November 30th, 2020, no new bug fixes, or changes are being made to PHP 7.2. This means we'll be dropping support for Laravel 5 as well. Additionally, we'll be adding support for PHP 8.3.

This will require no change for the vast majority of users— the SDK deprecation went live in the SDK in August of last year. Please let us know if you have any questions or concerns.
