Update cargo-psx to use builtin target

Remove the embedded target JSON from cargo-psx when rust-lang/rust#102689 gets merged. It might be good to keep the option to use a target JSON (e.g. for cases like the BIOS (#13) where it may be necessary to override things like the relocation model).
