Test other ethereum clients against a single snap serving besu

This is to check that a besu snap server works well with other ethereum clients.

- sync the snap server as normal (any peers)
- start the client, without discovery, and add the snap server as a static peer
- add the client as a static peer to the snap server

Expectation is that the client successfully syncs only using the besu snap server
