[Feature Request]: Use cgroup v2 instead of v1

Use cgroup v2 instead of v1.

Docker has supported it for a while already: https://docs.docker.com/engine/containers/runmetrics/#running-docker-on-cgroup-v2

Some kind of draft is available in cgroup-v2-support branch.

Docker 29.0.0 release notes contains text:

cgroup v1 is deprecated. Support continues until at least May 2029, but migrate to cgroup v2 as soon as possible. See moby#51111.

Status update, I noticed that my Claude subscription allows use of Fable 5 model couple of days so I asked it to analyze some of those challenges we have seen in here. It highlighted that System Docker version we use only supports Cgroup V1 so instead of mounting only V2, we need to use hybrid approach.

It provided fixed version of logic in olljanat-ai@ed91905 but it still needs testing.

Additionally it highlighted Linux Kernel 6.12 does not by default include all V1 controllers anymore so this kernel config change was needed.
