[Enhancement]: Add `hide-label` attribute to `cds-textarea-skeleton`

The problem

The TextArea Skeleton in React has a hideLabel prop which allows the label skeleton to be hidden. This feature is missing in the Web Components version.

The solution

Add hide-label to cds-textarea-skeleton.
