2337-Convert PSHTT to support Dashboard MDL

🗣 Description

• Adds patched Pshtt package cloned from the official CISA Gov repository
• Adds pshtt_scan for collecting and persisting results via the patched pshtt package
• Adds pshtt_scan_sync for syncing pshtt results from DMZ to LZ
