Consider VariableHelperService for deprecation

It appears code using VariableHelperService is not actively used in CMSSW, and the Service itself may have multi-threading issues, and may not be following our policies for how Services are supposed to work. This issue comes up because the extensions to the Service system require this Service to be maintained, and removing it would make the future maintenance easier.

Hi, this is very old code indeed, and can easily be removed. nothing to do with xpog these days
