Bitcoin wallet startup sync time increases over time

Over time as an asb performs swaps the Bitcoin wallet takes longer to sync. This becomes quite significant. Our testnet asb Bitcoin wallet takes around 10 minutes to sync.

I believe we'll be able to decrease this by:

• making sure we only subscribe to timelocks for swaps which have not been completed
• excluding utxos which are no longer relevant
