What this PR does:
This is a draft PR to share some initial code, as discussed with @jesusvazquez, @MichaHoffmann and @yeya24.
It includes a proof of concept for converting TSDB blocks to Parquet and querying them via a new queryable interface.
Note: There's quite a bit of duplicated logic at this stage (e.g., bucket index handling, block finders, etc.), which will need cleanup and refactoring.
This approach is inspired by the idea shared by @fpetkovski in this talk.
