Upgrades CI node version to 18.12.1 (matching .nvmrc and the package.json engines for localhost and prod environments) and fixes bug where build script fails on node 17+ by setting environment variable to use legacy open ssl. See the gh issue in the vue-cli and this article on potential fixes
