DEV: renovate wishlist

This issue will collect any wishes for improving the renovate config for the repo. Changing config or opening issues upstream can be done as is convenient.

• prefix PR titles (perhaps deps)
• label PRs appropriately

we should finally be able to close this issue by ensuring all of the config in https://github.com/data-apis/array-api-extra/blob/main/renovate.json is granular at the feature level
