Fetch PostHog URL from Telemetry micro service

# Summary
Currently PostHog URL is hardcoded so we are going to change it by fetching from Telemetry micro service.

# Motivation
For updating URL incase of any changes will be easy

# Proposal
Get the URL from Telemetry micro service if it is not present we use the default URL

# Testing Guideline [Optional]
By checking whether events are being sent or not from orchestrator
