Feature: Support for bulk delete #2499

There should be one cleaning mechanism in Devtron to bulk delete multiple applications/workloads.
🎤 Pitch
suppose I had one cluster on Devtron and deployed multiple services in it, but recently migrated all the applications to another cluster. Now if a user wants to clean up the env/cluster he has to delete all the applications first one by one(which is really irritating) then after we will be able to delete the cluster from the global configuration.
✌️ Solution
There should be one option where the user can select multiple applications/env and delete them at once.
🔄️ Alternative
Right now users have to delete all the applications deployed on target clusters env one by one, then delete the env and cluster afterward.
