Feature: Custom Refresh interval option in resource browser

Provide a configurable refresh interval dropdown on the Resource browser and App details page (Helm/Devtron/Argocd/FluxCD) in all Devtron modes (Dashboard/CICD/GITOPS).

🎤 Pitch / Usecases

Configurable Automatic Refresh Interval

• Devtron dashboard doesn't automatically refreshes the resources. Need a configurable dropdown with options to select the automatic refresh interval. (Starting from 5s to 1hr)
• Default value should be configurable on global level.

🔄️ Alternative

• Manual Refresh option is provided but only on Resource Browser.
• On App details the user has to rely on the automatic 30s refresh interval or a manual browser refresh.
