Deleting and Re-adding a User fails

If a user is deleted and re-added, he/she is not re-added and not shown on the UI.

Describe the bug

The active status of the user remains false on update.

To Reproduce

1. Add a user and assign him/her any privilege.
2. Delete the user
3. Again add the same user and assign him/her any privilege.
4. The user is not shown in the added users' list and he or she won't be able to login.

Expected behavior

The added user should be shown in the added users' list when he/she is re-added.
