Delete objects in Global Configuration

Summary

Devtron doesn't allows deletion of many objects, this results in a lot of garbage on the UI.

Motivation

Deletion of objects should be allowed as people might want to delete objects over time.

Proposal

In Global Config

1. Cluster & Environments → Environment Delete
2. Cluster & Environments → Cluster Delete
3. Projects → Project Delete
4. Git Accounts → Git Account Delete
5. Docker Registries → Docker registry delete
6. Chart Repositories → Chart repo delete
7. Notifications → Notifications delete
8. Notifications → Configurations Missing a button in the UI to delete notification configurations #925
9. Chart group → Chart Group Delete
