Ubuntu 20.04 is EOL. We generally remove OSes from our test matrices once they reach EOL.
Ubuntu 20.04 is used as the default OS for steps that aren't testing something OS-specific, so we also need to move those to 24.04.
Periodic pipelines tested separately as well.
