[i18n] Support dates and relative time/dates inside i18n package

browser and nodejs Intl support it but we need to expose it in the package, document it, and add use cases.

Might be a good idea to prevent devs from using `moment.locale` directly since it exposes a huge surface area of bugs and disconnected localization.

I am not sure if we can connect this formatting to the advanced settings timedate formatting
