AI Assistants URL is navigated to wrong page on basic license

Kibana/Elasticsearch Stack version

VERSION: 9.1.0 BC1
BUILD: 87733
COMMIT: c5a886d3d813b16677f92d88a9f243b38843092a

Steps

1. Kibana 9.1.0 environment should exist
2. Change the license of the build to basic
3. Navigate to the Stack Management --> AI Assistants
4. Click on 'Manage settings' for 'Elastic AI Assistant for Security'
5. Observe the navigation is to a wrong URL

Expected Result
The User should be updated that license is basic and the feature is not accessible with this license
