What this PR does:
Adds language and parser support for
quantile_over_time. Parses, but returns an unsupported error. Implementation will be in next PR. Also adds missing stringify/roundtrippability ofrate,count_over_time, andwith()hints that I missed previously.Which issue(s) this PR fixes:
