What this PR does:
Yet another attempt... this updates all Open-Telemetry dependencies to the latest version possible.
Breaking change: the default network address the receiver listens on changes, see #4465
To fix this, I have updated all examples and e2e tests to use a more specific endpoint (e.g.
tempo:4317or sometimes0.0.0.0:4317)We should follow up on further downstream effects in #4465
I have had to do some other changes to fix broken tests/flakey CI. I have addressed them in review comments.
